Step up the town wide text alerts and/or robocalls. FB is filled with "my power went out, how about you?". Why not initiate town wide text alerts or robocalls to announce these type of things? Just like a get out to vote campaign, there are ways to get people signed up (especially Seniors). And Users can choose categories so they are not inundated with alerts all the time. But there are a lot of things that happen around town, and people don't know (road closures and detours, PSE & G work, snow and flood conditions, power outages, etc.). Yes, I know we get messages for some of that, but not on a regular basis. I propose we step it up the communication. Some surrounding do this very successfully.
