Current problem
• NJ Transit trains are currently operating into and out of New York Penn Station at peak capacity; on-time performance needs improvement
• Bus travel time to PABT totally unpredictable, varying widely due to many factors
• Lincoln Tunnel currently operating beyond capacity
• Port Authority Trans Hudson (PATH) trains operating beyond capacity
• Ferry service overly expensive for average rider
• Infrastructure in desperate need of repair
• Regional population up 14% in past 30 years & growing
• Rail demand expected to rise 50% by 2040; bus demand by 30%
Proposed solution
Extend the #7 subway line west to Secaucus instead of building a new $10 Billion Port Authority Bus Terminal and build a smaller scale new PABT at 8th Ave and a bus terminal at Secaucus where riders can transfer to the #7. The benefits would be the following:
• As per Parsons-Brinkerhoff Study, commuting time from Secaucus to Grand Central w...

• As per Parsons-Brinkerhoff Study, commuting time from Secaucus to Grand Central would be reduced to 16 minutes, shaving over 30 minutes off current commute
• #7 permits easy transfer to most other subway lines in addition to east side access with stations between 7th and 8th Avenues (for A, C, E, 1, 2, 3 and N, Q and R lines), 5th Avenue (for B, D, F and M lines) and between Park and Lexington Avenues (for 4, 5 and 6 lines)
• Speedy, rider-friendly connection from new PABT in Secaucus and existing rail station will eliminate present chaos of subway/bus transfers near the PABT in NYC
• Would be a PATH type system with interoperability with the MTA subway system. However, it would not be dependent on the MTA
• It can be built, financed and operated by the Port Authority as a PATH extension, as part of the PA’s Capital Plan
The current proposal to build a new $10 Billion Port Authority Bus Terminal is not the answer:
• A new Port Authority Bus Terminal, west of the current location will not ease congestion at Lincoln Tunnel and will not speed commuter trips
• It will lengthen the TIME it takes to get to work or home: a) Walking: On average two to three additional long blocks and b) Subway: Current users of the 1, 2, 3, A, C and E lines would endure a longer walk and/or a subway-to-subway transfer
• It will not relieve bus congestion
• It will drive people away from Public Transportation
