Upper Mountain Avenue in the 2nd Ward should be the fastest street in all of Montclair. It is relatively narrow, residential only and only has a few crossing guards and playing fields. I propose that Upper Mountain to be a 35mph road and all other streets in Montclair should be 25 or 30 mph max. This will also help divert traffic from Valley Rd to Upper Mountain which has under utilized capacity.
